EVGA CLC AIOs are known for a fair bit of noise, but good cooling if you can bear with the noise.
Intel does not benefit much from above 3200mhz cl16 ram, unlike AMD.

@trim dock are you just looking for a better motherboard? Just a motherboard wouldn't give you much of a performance difference, and with something that old, it could just be a better idea to buy an optiplex from eBay for ~140$.
