sounds like the gpu doesnt like the power its getting which I blame on something wrong with the gpu not psu just speculation

I would try one odd ball idea

Plug everything in put the gpu in and turn it on when it doesnt post and you get the vga light hit the reset button and do that like 10 times see if anything changes

Quick question. My gpu (EVGA 1080ti FTW3) recently started acting up i.e no display signal (all ports) in 1/4 boots. I've had it mounted vertically since March. I took it out because I thought maybe my riser cable was jacked. I noticed there was a greasy substance coming out from beneath the backplate. I wiped what I could see away and mounted it directly to the mb and all was well. But would anyone know what the substance was?

I'd recommend waiting if you're going budget because you may be able to get a high end 20 series card or an equivalent Radeon 5000 series card cheap soon bc of price cuts for the new ones

@hollow heath ram doesn't oc out of the box. You have to enable the xmp profile. 2133 is the lowest standard for ddr4 so all ram clocks to that automatically unless you change it in the bios.
