You can safely overclock using MSI afterburner. It looks at the bios to make sure you don't fry it. The way GPUs work they have boost algorithms, a logic in them that says if power limit, voltage and temperature are not at their maximum then allow frequency to increase until either those maximums are met or the max table frequency is met.

Some cards (like my last one) will require more power than others. I'm not a fan of how that particular design works. In the case of the Giga 1660S, it will only use one anyway.
