Well, I'd argue that shield + shield is situational as well, since it's not as universally used as any other recommended item

Shield + Shield and Crystal + Shield are used as multiplicative damage amps (with resistances as bonus). So while only Dia/Titan/Cerb can use it now, as more Fire and Lightning monster skills creep into the game it will continue to be useful to have.
