I had a similar problem. The solution was this: I booted from a flash drive from a previous working MacOs, and TM was visible. Everything was restored.

You have to use a USB made with OCLP to update to Ventura. For now you can try a reinstall (which shouldn’t cause you to lose any data) or what the person above suggested
