Reporting a villager to Isabelle doesn’t do anything except restore their clothing or catchphrase to the default. It doesn’t contribute to making a villager leave, so I’d recommend waiting for the thought bubble or a campsite visitor.

The only way to force a specific villager out (apart from spamming card games and resetting until a campsite villager offers to replace your unwanted one) is through Amiibo, unfortunately
