I think you can play locally even if you don't have NSO. But to play locally with someone else, you have to be on the same Wi-Fi network. I wouldn't know because I live alone.

If you want a tool forever, get one of the special ones from an upgraded store and customize them. The durability resets when you customize them. I think they have about 25 uses before breaking.

So can you use a nmt and have a villager on the island and then go back home and there will be another villager in the same day on a different island??
One time I tried that in the same day and it was the same character

You have to invite them. If you don't like the one you find, use another NMT to go to a different island. If you don't find one by the end of the day, the game will auto-fill one for you.
That's why people can go through so many NMTs trying to find the villager they want.
But if you have an open plot, you can also check the villager trade and search channels on here and oftentimes people are giving away the one you want for free. 🙂
