I think once you tell a villager to leave in New Horizons, the only way to stop this is to close the game without saving. Otherwise, they’ll move away without you being able to do anything about it.

I know New Leaf has a similar effect where you can convince someone to stay if they plan on leaving, but I’m not sure how…

Take the New Horizons thing with a grain of salt as I rarely talk to my villagers after I tell them to leave.
