It was definitely the hardest thing I've done in this game. I almost gave up multiple times. It took me two days straight of only terraforming and that was made longer by waiting for houses to be moved.

oh yea i figured out my rock problem from a few hours ago, for anyone making a rock garden and trying to move all the rocks in one space MAKE SURE NOTHING BLOCKS THEIR VIEW!! like cliffs or trees or a building, they will NOT spawn. just tested it myself T_T cuz i was moving them in an enclosed area with cliffs and they would not spawn on the sides that the cliffs cover them

If the wall is there to block the view, the rock will not spawn, if it is some sort of item its fine, but if its a wall and a tree it will not

Thank you @hallow raft It was the fact that the spots were hidden that was the problem. I scaled back the cliff, they spawned where I wanted. Will rebuild the cliff after.
