I have a town hall that is similarly placed, I brought the path up from the plane exit and it was about one block away from my town hall, so I just wrapped the whole path circularly around the town hall and it looked fairly good like that

You can also hop across small gaps, so you could make a cheap "bridge" by having multiple stepping stones, without sealing off the river and turning it into a pond
