@full jolt It looks like that design doesn’t have any transparent pixels, so it should stay the same colour on the ground as the design is, but it’ll look different colours at different times of day.
If the design does have a transparent pixel, then the colour of the path underneath it will affect the colour of the design.

The only designs that stay after deleting them are your town flag, Nook Phone, and face paint. (But if you change any of them of course you’d have to download the design again to change it back.)
