i think you get it after you get your 6th villager, so just try adding bridges and inclines

You’ll have your first 2 when you join, you need to them use your nook miles and invite them to your land so this will be you’re next 3 islanders (you place their plot when you speak to Tom nook and ask what you should do next, he’ll tell you the islander called to move in) you will only be able to do the way you’re trying 3 times ☺️ so now it’s just the case of going to invite people to your island
