Cool. If you you have already gotten 3 stars and unlocked terraforming, Tom Nook's quests are done. Even if you haven't I think you just follow up the island rating thing with Isabelle, but once you do that you are free to whatever you like and design your island, the quests from him are done either way.

The time windows for it are limited, just make sure you went to the mystery island during one of those windows (the time's sorta stuck when you're in mystery islands), so as long as you are good on that part you are fine. As of 1.7.0, clothing can now be placed on surfaces, and hence overflowing furniture storage wont remove clothing on surfaces. Caps and Accessories can’t be overflowed with other clothes to be removed since they won’t be removed if there are 4 or less of either of them. The only way to remove them completely is to wait for the villager to gift you them on approach.

I think the rock would have precedence, however since I am not sure what you can do is move the spot where you want the money to spawn to a place where a rock cannot spawn, eg. the first tile off the beach, behind a cliff etc.

People prefer mannequins over covering the ground because mannequins let fossils and money spots spawn and only block rocks

Ah got it, between bridges. You'd only need 1 if I am remembering correctly. So if bridge 1 ended in tile 1, tile 2 should be free and bridge 2 can start in tile 3. Sorry I am not 100% certain though.
