Check your console for errors.
Check that your avatar game object doesn't have any VRC scripts. If it does, remove the avatar descriptor and readd it through the builder.
You’re using the wrong Unity version, install Unity 2022.3.22f1.
Uninstall that one, it’s probably the standalone version.
Reinstall it through Unity Hub, it will prompt you with the options to install Android Build Support.
It will try to open on Unity Hub when you click the install button on the website, https://unity.com/releases/editor/whats-new/2022.3.22.
Now it's a script on your avatar, click one of the errors and see if it tells you where it's at.
You should probably clear your editor preferences just in case. Enter CTRL + R and type regedit, search for Computer\HKEY_CURRENT_USER\Software\Unity Technologies\Unity Editor 5.x, and delete all keys that start with Bloodborne.

And do the errors give additional information at the bottom when left clicking them?
Did you not install it? It can be installed through Unity Hub.
Make sure that your Api Compatibility Level* is set to .NET 4.x in ** Edit > Project Settings... > Player > Other Settings**.
Oh right, it says .NET Framework on that Unity version, you're good.
Did the install fail?
Can you not install modules on Unity Hub?
It did try to open Unity Hub when you clicked the install button right?
You could try to install it through File > Build Settings.
The previous install probably got corrupted or something.
