How do I stick skill icons on the UI at all time during combat like on PC. Console only has dynamic skill cool down?

Skill Log and Skill Cooldown are available in the Edit UI menu.
You can move those 2 blocks around, btw skills are all grouped

we can't position skill icons in different positions at the moment

Yeah but the cool down icons are appearing and then disappearing. I want them to stay on the whole time like PC. so no go?

yes, by default they disappear.
it can be a good change to have this option.
