Different decoders, different streaming technology. You shouldn't compare all the stats between browser and app.

If you're losing too much packets, so, your internet is not stable, it's expected that the app lowers the used bandwidth.
Nvidia uses your bandwidth as needed and does it automatically. On the settings in the app you only put what it can put to the maximum, then the streaming technology takes care of it. On Shadow Pc, is the same. AirGpu and Maximum settings too.
While on Boosteroid everything is automatic and you can't set the maximum mbps and on Xcloud is the same.
