If it's with only 2 games, I know that Siege has FPS issues with Dx12. Locally I still suffer from FPS dips here and there, so what I can suggest is you lower graphics, although you've done this, so the most I can suggest is you restart your session until you get a decent rig.
You could try restarting your router and also ensuring everything's up to date, alongside this you can try another server location, one that's close to you but not too far.
