did you try adjusting everything from settings before launching a game? in setting you have resolution settings, bitrate, framerate, v-sync, streaming quality and resolution upscaling
If you are experiencing packet losses it may be your internet connection, try using 5Ghz, get close to the router and don't use any Wifi signal extenders.
You can try changing server location on settings > server location
HDR may cause you performance issues if you PC is kinda old, so it's up to you

looks fine, put the resolution as the screeshot says then you can use the tips that i already give to you. Bitrate at max, V-Sync off and resolution upscaling on Enhanced

i dont care about quality i just dont want it to be pixelated like that

all that settings on max should fix the pixelated stream. Make sure all your drivers are up to date as well
that may cause issues too

I turned off my microphone in gfn and it somehow fixed most of the lag
which is weird
