i appreciate geforce unblocking services to my country but why am i connected to np-lax-02 when japan is the nearest servers? is this a free tier thing now? i always get 60ms when testing the network in the settings but always gets locked to np-lax-02 that gives 180ms

If you're in the Phillipines you should use StarHub, as they provide the service to you.
Japan is run by their own provider.

gfn updated the service providers for ph. when u try to login u can chose between nvidia themselves or starhub. i have lower ping on japan than starhub and nvidia has JP east and i used to play on that server using vpn. but now that its unblocked i can only play on np-lax-02 when i get 60ms during network test

If you're unable to connect to JP East datacentre, is due the fact that this region might be at capacity when you're trying to play. This datacentre, since its release, is very crowded.
Unfortunately, you're on your own luck or use StarHub back again.

you're using 2.4 wifi, can you switch to 5 or try using ethernet? This will significantly help with your quality issue.

5 wifi will not change anything aboout the ping. the server is literally located in america lol

If you're still unable to connect, create a Support Ticket.
You mentioned free tier before, so I presume that you're using this tier. And, if I'm mistaken, this server is only accessible by Priority and Ultimate, due to the fact that is RTX 4080 only.
