Because you didn't let the shaders load and this is how CoD acts normally, even on local systems if it hasn't loaded everything yet.

Then what's the framerate in the game then? Can you do Control + N and tell me if it's the stream or in-game FPS.

Again, this happens locally too, the game hasn't loaded all the textures in either.
