Why release at Developer conference?

Major product apple events have product ship dates and are mixed in with final products. This VR product is very much STILL in development but they need devs to start gettting excited about this and create stuff for it.

Expected at this event:
Headset specs / capabilities
Dev API and SDKs (this is important part)
Maybe a physical product
