Yeah - Unity's forward facing L with the Z axis being "forward" is an odd paradigm and a lot of people fight against it.
So in the dark blue area that looks like water - I'm guessing perhaps theres like only 1 layer there?
Because the selection looks 'right' there?
so the dark blue is on the same z as the grass tiles... but the console doesnt say that haha

Maybe - tilemaps are still a bit new in Unity - I use them for a roguelike I'm working on but I wouldn't say I'm an expert on everything they do for sure.
I noticed in one screenshot you have the grid as XY and the other has Isometric Z as Y, but I can't tell from the screenshots are these two different grid/Tilemaps or the same one you changed settings on?

i tried all the settings highlighted and none of them work, they competely change all the tiles orientation
