you can make a 3d navmesh
or you can raycast the position of the player on the navmesh onto the 3D terrain from above
how do i make a 3d navmesh? i looked it up, but i cant find anything

you can use a 2d navmesh, get the coordinates and raycast onto the 3d terrain
