im getting these spots while baking and im pulling out hairs trying to tweak lighting settings and waiting hours to finish baking to no real improvement.
It worked at one point a couple weeks ago but i had to swap out some models and rebake and now i cant remember the exact settings...
Im already at max Lightmap size and at 80 texels per unit (could be that but i dont know how much more my little old laptop can take before burning straight through my table...

I have regenerated lightmaps in the model import settings, no change.

If the fireflies come from the skybox rather than lights or emissives, Importance Sampling can fix it
Having disabled Filtering definitely makes the noise worse
In general you'd be better off by making new lighting settings to reset them to defaults
Your direct samples are pretty high, while environment samples are pretty low
Max bounces rarely needs to be more than the default 2
Lightmap resolution rarely more than 40 either
I'd do test bakes without ambient occlusion as it's a separate pass that takes a long time
And make sure you don't have Realtime Global Illumination enabled in addition to Baked
