#Android Extreme Flickering

Update: I installed Unity on another computer and see that the weird flashing is gone on that other computer. On the computer in the video, I have the latest GPU driver installed and was able to run a Vulkan game just fine. Does anyone have any ideas about what the problem might be?
Seems like an issue with bloom/post processing, maybe clear the library folder to clear the cache?
Bloom goes out of control here because something is producing NaN values on the rendered image
Usually it's the mesh's shader, but with everything on default settings I'd also suspect project Library, or the system itself
I cleared the library, made new projects, and even completely wiped the Unity and Unity Hub folders after uninstalling everything. I started from a fresh slate. Nothing helped. 🙁
Given that this issue occurs over many projects and after a full reinstall, I'm thinking my computer has a deep curse. It works fine on my wife's computer, so we've switched for now.
Maybe do a clean driver install with DDU?
Alas, I just finished that process, and the freaky lights persist :(. I did see the attached warning messages though; they appeared only after I switched from Android to Windows and then back to Android again.
This is a fresh install though -- why would there be issues like this?
Might be worth making a bug report with a video attached to it even if it's just to see unity's response. I'm out of ideas
I appreciate your help. As a Unity beginner, may I ask where I should submit that report?
