I am having an issue with the AI Assistant, I try to download and it fails. Once it fails, the files are left behind and somehow breaks my projects entirely. There's some projects I cannot get back into because of infinite "compiling scripts." There's other projects that seem to work fine when I uninstall it from the package manager.

I forgot to mention, I am on Editor version 6000.4.1f1. I updated from 6000.3 to see if it would had fixed the issue.

Try deleting the Library Folder and restarting Unity and let it reimport.
