I'm pretty sure that I have all the settings I need on but the drop down is still greyed out and I don't quite know what to do. (screen shots show settings [I did manually add URP in this build])

Do you have multiple URP assets per quality setting? Maybe the 'Use Rendering Layers' setting isn't enabled on the URP asset used by the current active quality
Could also try recreating the light or restarting the project just in case that fixes it
I guess I forgot to update this post because I figured it out. The issue was that the player camera was using one of the preset URP assets so when I tried to change it everywhere else it still stayed the same for the player. Since the camera was set to that asset. So now I've got it sorted and I don't know to close the post.
Ah sorry, didn't see the date. I think someone posted here and deleted their message so it bumped it up the list. I did think it strange there was two posts about lighting layers
