#Render Layers Break Lights?

I might be losing my mind here, but I noticed something odd after setting up some lighting with the RenderLayers in the URP. I need to have a few objects light differently from everything else, so I enabled the render layers and setup two layers for this.

Once I did this, really weird things started to happen on the default layer. For example, our main directional light just stopped working, unless the intensity is at EXACTLY 2 or more.

At 1.99 the entire scene is dark. At 2+ things are light with some intensity. However, theres a different light that still works normally. This light, which is configured IDENTICALLY to the main light, works normally. However, if I make a new light, it has the same 1.99 dark, 2 light issue. Even deleting both lights and creating a new one doesnt solve this.

Turning off render layers fixes this. What the hell is going on?

Found the problem
