The documentation shows the score is supposed to be the submitted score, which also plays well with the use case they show, when I am working on implementing. The problem I am seeing is the score that is in the event is the players highest score, not the currently submitted score. Is this a known issue or is the documentation is wrong?

That might depend on the update strategy that was setup for the leaderboard
