Time multiplied by vector 2
Out into offset section of offset and tiling
Out into sample texture 2d
Out into base color

A distortion would be another offset to the texture coordinates. Can use an Add node to combine with the current offset before connecting to the Tiling And Offset node

In this case the other input for that Add node would likely be some noise or sine wave setup, multiplied by a small value like 0.01 to lower the strength
