Also first of all, go to your licences on the Unity Account settings on website and make sure you have valid licence there and free seats on it, free one has 3 by default. After that use Hub to reset and reactivate free license.

unity status says nothing out of order but when i try to refresh my licenses I get an error.. Perhaps there is something going on?

Manage organizations will take you to website to check free seats

This one manages irganization itself not licenses
Follow the link I showed you and look at your seats there
You can also revoke and refresh your licence there.
Then the Hub should be be able to acquire it.
