What's the point of APV if it can't even support indirect lighting on non-static meshes? I read that it's faster and provides better quality than Light Probe Groups but I don't see how you can compare when APV doesn't work for with non-static meshes. This is a real-time lighting setup. Am I missing something?

For comparison, this is with Light Probe Groups. Ignore the slight increase of the albedo in the lighting, just different scene setup but everything else the same...

It does support this. Check your probes placement with rendering debugger

you could try disabling all the APV streaming functions in the urp asset

i dont even try to use apv in my urp cause the map was too big and the baked file was huge
