No. You should invert the normals. The issue is lighting calculation, not culling.
Assuming the spot light is your realtime flashlight?
What happens when you disable "double-sided" from the ceiling and wall materials / set them to front face only
Regarding their visibility

no matter front or bottom
Is it black or invisible if it's front face only

Confirmed how? If there's a black void behind it, it would be difficult to tell if you're looking at the blackness of the void or of the material
I have light objects with emission, so half of them were cut with the ceiling
Cut? I don't know what that means exactly
This looks like a normals issue to me mostly, if the ceiling has normals facing away it will not receive direct realtime lighting, though it may receive baked and indirect lighting
Setting wall materials to double sided is unnecessary and typically an attempt to fix inverted normals
so, i dug a little bit, and for some reason unity set the light layer to 4 instead of default
