I'd assume the foam is based on Scene Depth, but the Depth Texture is from the previous frame.
Check the "Depth Texture Mode" on the Universal Renderer asset(s) - likely want it set to "Before Transparents"
thank you this fixed it,,, well "before transparents" wasnt an option i saw but i found that force prepass worked,, thank you!!
