#HDRP dropping framerate drastically

HDRP in general is just much heavier than BiRP or URP. It is to be expected to give less frames. I'm not very experienced with HDRP but it has a lot more graphics related features some of which are activated by default. I think HDRP uses heavier and more realistic lighting model and shadows at least. The atmosphere/background shader is also quite heavy when enabled let alone the volumetric fog system. Generally just about everything in HDRP is more realistic and heavier, there are for sure options you can choose and features to disable to optimize the game, I cannot be much of a help in that regard though. What is the primary reason you chose HDRP and not URP? URP, formerly known as lightweight render pipeline as the name suggests would be lighter in case you don't necessarily need features only available in HDRP.
Regardless of your hardware, even 70fps isn't particularly much. If you use low end computer to develop (and especially if you target for low end devices), you should consider using URP instead. If you are on a high end computer and only getting 40fps, you should look to profile your game and optimize it based on the results regardless of the render pipeline in use.
40fps editor framerate is pretty normal with HDRP. Measure in a build
you guys are getting 40? My main scene in-editor runs at ~13fps @1080p, in a build it's rock solid 60 @ 1440
