this isn't technically possible within discord, you'd need to make a bot for this

A bot could delete emoji reacts after a certain number, but it's probably not a worthwhile thing to invest time into fixing
but it can remove them
although it may not be practical for a single bot to fight potential malicious/unknowing spam, it could get ratelimited easily especially if it's fighting multiple users simultaneously with race conditions
(but iirc ratelimits for reactions are significantly higher than other stuff)
Very massive api spam, you would likely get the bot ratelimited or maybe even banned

I would never have it programmed to do it instantly, it would just run a pass infrequently over the last couple of posts in select announcement channels
also technically i don't think this would be considered api spam. typically api spam is regarded as a bot accessing the api excessively on its own, when it should be responding to user input; in this case, it would be responding to user input

I vote for disabling emojis altogether in announcement channels like #1285887711865077832, #📢┃announcements, #912723806383124511 and #497866432277643275. They provide nothing apart from being wholly obnoxious on messages.
Alternatively Dyno has support for posting emojis on messages in specific channels (3 max, more when paid) so perhaps it should set the emojis that can be used in case there should still be some sort of reaction to posts.
The Autoresponder module allows you to make Dyno respond to a users message with either a message or reaction(s).
and that is supposed to make it right, or ok, or acceptable. 'i saw it over there, so like, whatever..' '(insert generic platitude here)'
personally im against removing reactions for help channels, and slightly against it on announcement channels
i think for help channels, reactions have legitimate use, and for announcement channels, reactions can be ok, though i do see the potential for spam that would need to be moderated
i think limiting reactions to 3 would be potentially detrimental; a bad actor could spam 3 reactions and lock out anyone else wanting to react in opposition
or they could spam 14 (Unsure of exact hard coded number) of them and lock others out as it is now..
to clarify though, i meant 3 per person, not in total
I mean its fine for me, doesnt bother me at all.
