It will be a question of determining if the products you create are not games or entertainment. If your applications fall outside that categorization the revenue threshold for industry license lands at 1m USD.

I’m not sure what Unity determines as non-games. An example could be HMI development. Not sure which side your apps (which seem to be focused on training/information) fall on.

I’ve also previously seen cases where a company will be commissioning an application to a dev team that uses Unity. Unity will in this case, afaik, consider both the Unity dev team and the contractors revenue in the calculation for deciding revenue threshold for the license
