Officially that feature is under consideration rather than planned, so a safe ETA is "not soon"
You should look into other ways to achieve the desired effect, waiting for that to arrive doesn't seem feasible
What I can say currently is that the team is fully aware of the importance of a CPU backend to be able to properly support low-end mobile. But while this feature is of high importance, I cannot provide an ETA for now.
Indeed, ETA is "not soon". We recommend using Shuriken for low end mobie which are not compute capable. Anyway on these devices you might be limited by the kinds of effect you will be able to run. If too complex, even with a CPU backend that will heavily use parallelization it might eat up your phone.
I would like to eliminate Shuriken and migrate to vfx graph. My goal is using vfx graph to create scalable vfx from low end to high end so vfx graph needs to support dynamic scalable graphics based on hardware.
For platforms that don't support compute, it's also possible to create your own simple and customizable particle systems using Shader Graph! There's a sample for how this can be achieved in the sample content for Shader Graph - Feature Examples Sample.
