Does official going to implement Vfx graph CPU support soon to make target low end mobile possible that is not compute capable?

Officially that feature is under consideration rather than planned, so a safe ETA is "not soon"

Indeed, ETA is "not soon". We recommend using Shuriken for low end mobie which are not compute capable. Anyway on these devices you might be limited by the kinds of effect you will be able to run. If too complex, even with a CPU backend that will heavily use parallelization it might eat up your phone.
