You need a legal studio for Google, Steam, and Apple OR it has to be released under your personal name.
You can contract people just fine and register yourself as a sole Proprietor but it depends on where you are.
Same with funding, it's region specific.
There benefits and limits to any path you pick.

Little known fact, I started contracting to companies to make software when I was 13, and lied about my age so I could get paid :). I don't recommend it, and that was back in 1994.

13, with parent consent, you can sell on Steam. Not on Android or itch.
As for paying people, you can just pay people outright. Having a business just let's you have clearer control over copyright, and saving money on taxes.
