When I installed 2019.4 I forgot to tick the Microsoft VS editor
that would not affect the packages

Click the Environment Variables button near the bottom-right of the Advanced tab.
doubt this would work but read a thread from pic I sent, click MoveUp and see if putting it above the x86 version will do anything
