Have all developer accounts been added from the dashboard to the cloud project or organization that is linked in the project?

When trying to connect to the project on the cloud through a new local project we cannot go past this

Are you getting the same error in the "Services/General Settings" window?
This is where the connection is made and can be validated

The name of the project, locally, is different from what it is called on the cloud. When making the link, it consequently creates a new project on the cloud (in the organization) instead of allowing me to choose an already existing project within the organization

Hmmm.. i'm not sure what is going on.

Some things to double check:

unity account used in unity hub and in the web dashboard are the same
accounts have both organization and project level access granted in the web dashboard

You should be able to see the org+project in the editor window when trying to link an existing project
