One day I learned that it was possible to create a Nintendo 3DS game with Unity. I searched how to do it and found a tutorial on youtube and installed Unity 2022.3.15f1 for the first time. That sounds like a question for a lawyer that ends in the word no (as using the system is a privilege not a right, and they would have a ToS you'd be breaking in circumventing their protections to install an unauthorized game).
In practice, you'd need to find a way to do it without official SDKs and support. I can't help with that. I have not googled that for you, nor have I looked into it.
Nintendo 3DS is no longer supported as far as know.
