Did you set all the vertices on the skirt to be freely moving? I would start with setting the top vertice loop of the skirt around the waist to be fixed. And maybe play with some seam strength values so the cloth doesnt try to shrink so much. Havent touched cloth system in a while though
It's somewhere to start... It is fixed around the waist. Maybe I should lower it some. My first time getting this deep with the cloth system. Seems simple enough, until you have this kind of issue....
a cape or something that can swing rather freely is probably way easier to handle with the cloth system. I could imagine that the easier to handle case would be seperating the mesh into an upper half and a lower half. Then animating the upper half and using the cloth system on the lower one, while making the upper rims fixed positions.
