Universal Render Pipeline/ URP is the new "standard" , Built-in Render Pipeline BiRP is the old "standard" but it's going to be around for quite a while for compatibility and legacy reasons.
there's still a few things Universal RP doesn't have yet like a text based Shader API.
And many games are a several year development process, URP has only been around for 5 years and it wasn't very viable for many teams to use until 2 or 3 years ago depending on team size and experience.
