Since the Industrial Revolution 2 update, I have noticed that the constellation fragments that used to appear in the stars when opening them no longer show up. I have opened more than 40 and not a single fragment appeared, before they appeared more often.

I'm leaning towards that just being terrible rng, as I've definitely still been getting constellation fragments

yeah the probability of 40 red dwarfs and getting 0 is ~1.47%. Unlucky, sure, but not extreme enough to warrant it being bugged

That means I already used all my luck haha, today after opening about 8 stars I got a fragment
