So while I was upgrading the Universe, the Upgrade Universe UI didn't dissapered and i somehow managed to skipped ranks by 14 to 16 because of that I can't unlock the Oort cloud and the hills cloud.

If this was recent, can you load an old save from before you went to episode 16?

If not, or if you can't do that, the last few people with issues like this have had success by reaching out to ComputerLunch directly, either through discord DMs or email. If you haven't already, you'll want to make an in-game account so they can edit your save to fix this

I actually have a old save of my beyond being episode 14 and I now can progress now! Thank you

there's someone on the steam forum with the same bug at level 16. devs need to take note. this is a bug.
