The value sort should keep the generators in "best output for the price" order, regardless whether we can buy it immediately, keeping unpurchased generators first.

Splitting the purchased generators into two lists forces us to do the math ourselves again, or turn the value sort off completely, and do the math ourselves again.

I thought that too, at first. Then I played my old alpha version and found it annoying that I had to look through the list for generators I hadn't bought yet. So you're right that it doesn't follow the value sort rules strictly, but after using both ways, I actually like the new way better. Ymmv, of course.
