The generator and enhancement tabs at the top are showing the total number of possible things to upgrade, not the number that currently can be. The tabs in the generator view are doing likewise; I have it set to 'Buy Rank' and while the tabs indicate I can upgrade everything, as you can see from the screenshot, I'm nowhere near it.
