I have been playing the game for a bit on the Web version, and I have recentally found this pop up that is stopping me from loading past 95%, If any one knows how to fix this with out clearing Cache (Haven't saved in a week) please tell me.

Assuming the version of cell to singularity you are playing on your browser is version x, then the game is most likely up to a new version, let's say it's version is x + 1. Because x + 1 can never be the same as x, the game will 100% definitely show an error.
If your device stores the game data in version x, it tries to input the game data with version x to the x + 1 version. x and x + 1 are not the same => No match => No load => Can't Play
