Maybe I just don't understand how the discount is calculated however.
I was researching Galactic Plane for a 3x discount. 1 Orion spur cost 35.x Ntg before competing the research. After finishing the research, 1 Orion spur cost me 26.45 Ntg.
Note I haven't upgraded Orion Spur before completing the research.
With a times 3 discount I expected Orion Spur to be 3 times as cheap so 35/3 = 11.x Ntg

When doing the level 2 research, the galactic plane is already at level 1, so it is applying a 2x discount
